Article 1
This Act is enacted for the promotion and maintenance of national oral health. For matters not regulated by this Act, the regulations of other laws shall apply.
Article 2
The competent authorities mentioned in this Act shall be the Ministry of Health and Welfare at the central level; the municipality governments at the municipal level; and the county/city governments at the county/city level.
The matters set forth in this Act that fall under the responsibilities of different authorities in charge of relevant businesses shall be implemented by said authorities.

Article 3
The government shall conduct programs for the prevention of oral diseases and the oral health care, and carry out the following tasks regarding oral health:
1. Surveys on oral health condition;
2. Promoting preventive oral medicine;
3. Conducting oral health education programs;
4. Supervising and improving oral health products;
5. Research on oral health issues;
6. Conducting surveys and research on risk factors in oral health and establishing prevention measures;
7. Research on the correlation between oral health and overall health;
8. Other matters related to oral health promotion.
Treatment of oral diseases shall be covered in the National Health Insurance. The scope of medical benefit payments for treatment of oral diseases shall be established pursuant to the regulations of the National Health Insurance Act.

Article 4
The competent authorities and authorities in charge of relevant businesses shall prepare a budget every year for the implementation of programs related to controlling the risk factors of oral health, oral health and health education promotion, and oral disease prevention.
Article 5
The competent authorities shall be active in controlling the risk factors of oral health, as well as in disseminating information about such factors.
Article 6
Schools of all types at all levels shall enhance the promotion of oral health, the promotion of risk factor control education, and conduct regular oral cavity examinations.

The competent authorities shall provide cost-effective oral cancer screening services to high-risk groups, and the authority in charge of labor shall also help promote such services when conducting health examinations for workers.
Article 7
When the competent authorities and the competent education authorities promote oral health education programs, all agencies, schools, organizations, and mass media concerned shall cooperate with the aforementioned authorities in carrying out such work.
Article 8
The competent authorities at the municipality, county, and city levels shall enhance the promotion of oral health care measures and oral risk factor control for the following groups:
1. The elderly as well as the physically and mentally disabled;
2. Pregnant women, infants, young children, and adolescents;
3. High-risk groups for oral cancer.

Article 9
The competent authorities shall prepare a budget for surveys and research on oral health-related issues and risk factors; related agencies, schools, or professional oral health organizations may be commissioned or subsidized to conduct such surveys or research.
The central competent authority shall compile a survey and research report on the oral health of Taiwan nationals every six years and make the report available to the public. This report can serve as a reference when promoting oral health.

Article 10
The competent authorities at the municipality, county, and city levels shall appoint dedicated personnel, and the central competent authorities shall establish a dedicated unit, to handle the implementation of matters concerning oral health.
Article 11
The central competent authority shall establish an Oral Medicine Committee. The missions of the Committee are:
1. To propose oral health policies;
2. To review epidemiological surveys on oral diseases;
3. To review measures for the prevention of oral diseases;
4. To review matters concerning the promotion and implementation of oral health education;
5. To review matters concerning oral health promotion for pregnant women and infants;
6. To review matters concerning oral health promotion for the elderly and the physically and mentally disabled;
7. To provide counseling on oral health promotion for schoolchildren;
8. To review risk factors for oral cancer and other factors hazardous to oral health;
9. To provide counseling on the standards for and efficacy of oral health products;
10. To review matters concerning research and development of oral health;
11. To review other matters concerning oral health.
The number of members, member composition, meeting procedures, and other matters related to the organization and authority of the aforementioned Committee shall be determined by the central competent authority.

Article 12
This Act shall become effective on the day of promulgation.
