Article 1
The Security Fund for Police Officers, Firefighters, Coast Guard Personnel, Immigration Officers, Air Crews and Volunteer Forces (hereinafter referred to as “the Fund”) is established under this Act. The adoption of this Act is for the purposes of ensuring access to medical care and home care for police officers, firefighters, Coast Guard personnel, immigration officers, air crews and volunteer forces, boosting their morale, and providing a mechanism for the management and operation of the Fund.
Article 2
The Ministry of the Interior shall be the competent authority for this Act.
Article 3
This Act shall be applicable to the following persons:
1. Personnel carrying out police duties in accordance with the organizational statutes and regulations governing police agencies.
2. Personnel carrying out firefighting and disaster relief duties in accordance with the organizational statutes and regulations governing fire agencies.
3. Personnel carrying out coast guard duties in accordance with the organizational statutes and regulations governing the Coast Guard Administration.
4. Personnel carrying out border entry and exit control, immigration affairs and anti-human trafficking duties in accordance with the organizational statutes and regulations governing the National Immigration Agency, Ministry of the Interior.
5. Personnel carrying out airborne duties in accordance with the organizational statutes and regulations of the National Airborne Service Corps, Ministry of the Interior.
6. Personnel who have passed a civil service examination and are carrying out one of the above-mentioned five types of duties during orientation training.
7. Volunteer Forces.
The volunteer forces mentioned in the preceding paragraph shall be designated by the appropriate competent authority.

6. Personnel who have passed a civil service examination and are carrying out one of the above-mentioned five types of duties during orientation training.

The volunteer forces mentioned in the preceding paragraph shall be designated by the appropriate competent authority.
Article 4
The Fund shall be utilized for the following purposes:
1. Providing financial assistance for the families of those who died in the line of duty.
2. Providing financial assistance to help cover medical hospitalization and rehabilitation expenses incurred by those who are injured or disabled in the line of duty.
3. Providing financial assistance to help cover other living expenses or emergency relief for those who suffered injury or disability in the line of duty.
Regulations regarding the amount of financial assistance to be provided, application procedures and other related matters prescribed in the preceding paragraph shall be formulated by the competent authority and submitted to the Executive Yuan for approval.
Financial assistance received from other similar funds for the same purpose as defined in Paragraph 1 shall be deducted from the amount due from the Fund, and only the difference shall be disbursed. If the benefits received from other funds exceed the amount to be received from the Fund, no subsidy shall be granted.

1. NT$1 billion appropriation from the Executive Yuan to be budgeted over a 9-year span as NT$200 million in Year 1 and NT$100 million in each of the subsequent 8 years.
2. Donations from various sectors of society.
3. Income from interest payments and utilization of the Fund.
4. Other related revenue.

Article 6
The Polic, Fire Department, Coast Guard, Immigration, Air Crew and Volunteer Forces Security Fund Management Committee (hereinafter referred to as the “Committee”) shall be established to take charge of the income and expenditure, management, and utilization of the Fund.
The Committee shall formulate regulations for the establishment and administration of the Fund, dealing with the income and expenditure, management, and utilization of the Fund as stipulated by the competent authority.

Article 7
The Committee shall consist of nine to fifteen members, including a convener who shall be the head of the competent authority and serves as the committee’s external representative, and a vice-convener who shall be the deputy chief of the competent authority. Other seats on the Committee positions shall be filled by the Deputy Minister of Finance, Deputy Minister of Directorate-General of Budget, Accounting and Statics, Deputy Director-General of the Coast Guard Administration, Deputy Director-General of National Police Agency of the Ministry of the Interior, Deputy Director-General of National Fire Agency, Deputy Director-General of National Immigration Agency of the Ministry of the Interior, and Deputy Captain of the National Airborne Service Corps, who serve on the Committee concurrently with their other duties. The remaining Committee members shall be appointed from among people with professional knowledge and experience in the fields of law, economics, finance and other fields relevant to the business of the Committee.
Committee members belonging to the same political party shall not exceed half of the total number of Committee members. Each gender shall account for at least one-third of the total number of members.
Members appointed pursuant to Paragraph 1 above shall serve a term of three years. Should a vacancy occur on the Committee, the term of the successor will expire on the original expiration date.

Article 8
Committees meeting shall be called and chaired by the Committee convener. When the convener is unable to perform his/her duties, the vice-convener shall act on his/her behalf. If the vice-convener is unable to perform his/her duties, the convener shall designate a Committee member to act on his/her behalf.
Article 9
The Fund shall prioritize safety and profitability, with custody of the Fund subject to the provisions set forth in the National Treasury Act.
Article 10
The preparation, execution, and compilation of budgets and the final accounts of the Fund shall be governed by the provisions of the Budget Act, Accounting Act, Financial Statement Act, Audit Act, and other relevant laws and regulations.
Article 11
The Fund’s accounts shall be based on regulations established in accordance with provisions of the Accounting Act.
Article 12
Regulations regarding the establishment and administration of the Fund shall be formulated by the competent authority.
Article 13
This Act shall come into force on the date of promulgation.
