Article 1
The Directorate-General of Budget, Accounting and Statistics of the Executive Yuan (hereinafter referred to as “the Directorate”) is in charge of the nation’s budgetary, accounting and statistics affairs.
Article 2
The Directorate is in charge of the following:
1. To establish, conduct research and development, and evaluate the system for budgetary, accounting and statistics affairs.
2. To formulate, amend, repeal and interpret laws and regulations for budget, accounting, financial statements and statistics.
3. To prepare, review and compile as well as examine the general budget and the subordinate unit budget, and to plan and supervise the system of the central government granting subsidies to local governments.
4. To review and compile the government’s accounting reports and financial statements, and to supervise the implementation of internal review.
5. To compile, analyze and provide the statistics concerning national income, aggregate resource supply and demand forecasts, indusrty input-output, prices, social indicators and environmental-economic account.
6. To review and provide suggestions on the statistical surveys of the government, to conduct and make analysis on censuses and surveys, including censuses of agriculture, forestry, fishery and animal husbandry, industry and services, population and housing, as well as surveys of labor force, wages, family income and expenditure, and national wealth statistics; to establish and maintain the Geographic Information System.
7. To plan, develop, implement, promote, maintain and administrate the informatization of the government’s budgetary, accounting and statistics affairs.
8. To supervise the budgetary, accounting and statistics affairs of the municipalities and counties (cities) governments.
9. To manage the affairs regarding the whole nation’s personnel in charge of budgetary, accounting and statistics affairs as well as to train these personnel.
10. Other matters concerning the budgetary, accounting and statistics affairs.

Article 3
The Directorate has one Minister with special appointment rank, and two Deputy Ministers, one of whom shall be equivalent to the rank of the 14th grade of selected appointment, and the other shall be with the rank of the 14th grade of selected appointment.
Article 4
The Directorate has one Chief Secretary with the rank of the 12th grade of selected appointment.
Article 5
The ranks and quota of all job titles of the Directorate shall be set forth in another chart.
Article 6
Personnel in charge of the budgetary, accounting, and statistics affairs at all levels of the governments throughout the whole nation shall be responsible to the personnel in the superior authorities in charge of the budgetary, accounting, and statistics affairs respectively, as well as to take instructions from the supervisors of the agencies with which they are currently employed according to the law.
Article 7
The Minister of the Directorate may transfer any personnel in charge of the budgetary, accounting, and statistics affairs among all governmental organizations.
Article 8
The implementation date of this Act shall be stipulated by the Executive Yuan.
