Article 1
These Rules are promulgated pursuant to Article 13 of the Pedestrian Traffic Safety Facilities Act (hereinafter referred to as "the Act").
Article 2
Pedestrian Traffic Safety Facilities referred to in subparagraph 1 of Article 2 of the Act include the following facilities and equipment:
1. Sidewalks.
2. Pedestrian crossings.
3. Lighting, traffic signs, traffic markers and traffic signals that guide pedestrians.
4. Pedestrian refuge islands, curbs, bollards, handrails, planters, hedges, curb edge protections, guardrails, parapets, traffic poles that protect pedestrians' safety.
5. Warning or information facilities that remind pedestrians to pay attention.
6. Curb ramps, wheelchair ramps, guiding facilities, tactile markings for visually impaired and audible pedestrian signals that have barrier-free functions.
7. Other facilities and equipment designated by the central competent authority.
The pedestrian sidewalk referred to in Subparagraph 1 of the preceding paragraph include physically separated sidewalks and marked sidewalks, which are installed based on the site conditions of the roads.
The facilities and equipment in Paragraph 1 shall pay attention to the needs of children, seniors, pregnant women and special groups.
1. Sidewalks.
2. Pedestrian crossings.
3. Lighting, traffic signs, traffic markers and traffic signals that guide pedestrians.
4. Pedestrian refuge islands, curbs, bollards, handrails, planters, hedges, curb edge protections, guardrails, parapets, traffic poles that protect pedestrians' safety.
5. Warning or information facilities that remind pedestrians to pay attention.
6. Curb ramps, wheelchair ramps, guiding facilities, tactile markings for visually impaired and audible pedestrian signals that have barrier-free functions.
7. Other facilities and equipment designated by the central competent authority.
The pedestrian sidewalk referred to in Subparagraph 1 of the preceding paragraph include physically separated sidewalks and marked sidewalks, which are installed based on the site conditions of the roads.
The facilities and equipment in Paragraph 1 shall pay attention to the needs of children, seniors, pregnant women and special groups.
Article 3
The central competent authority shall organize training programs to assist the competent authorities of the special municipality or county/city governments to conduct road traffic safety education and training
Article 4
In accordance with Paragraph 2 of Article 4 of the Act, prior to formulating the pedestrian traffic safety facilities promotion plan in conjunction with the various central industry competent authorities, the central competent authority shall request the various central industry competent authorities to supervise enterprises, inventorying the obstacles hindering pedestrian passage and proposing the schedule and budget for their relocation.
Article 5
Roads above a certain width in urban planning areas referred to in Paragraph 4 of Article 5 of the Act mean developed roads wider than 12 meters.
Article 6
Competent authorities of the special municipality or county/city governments shall formulate annual and phased construction plans in accordance with Paragraph 4 of Article 5 of the Act, and review and revise them at least once every four years. The plans shall include the following items:
1. Name of the plan.
2. Summary of the plan.
3. Survey results for the roads without sidewalks.
4.Minimum lengths of road improvements per year and performance indicator.
5. Expected tasks and budget.
6. Expected results and benefits.
7. Other items identified by competent authorities of the special municipality or county/city governments that shall be drawn up.
After the annual and phased construction plans are approved by the central competent authority, competent authorities of the special municipality or county/city governments shall announce the approved official documents within 30 days of receiving them.
1. Name of the plan.
2. Summary of the plan.
3. Survey results for the roads without sidewalks.
4.Minimum lengths of road improvements per year and performance indicator.
5. Expected tasks and budget.
6. Expected results and benefits.
7. Other items identified by competent authorities of the special municipality or county/city governments that shall be drawn up.
After the annual and phased construction plans are approved by the central competent authority, competent authorities of the special municipality or county/city governments shall announce the approved official documents within 30 days of receiving them.
Article 7
When competent authorities of the special municipality or county/city governments conduct pedestrian environment surveys in accordance with Article 6 of the Act, the survey areas include urban planning areas and communities outside of urban planning areas. They shall first investigate locations where pedestrian accidents occur frequently, roads without sidewalks, sidewalks with insufficient widths (heights), roads with obstacles, surrounding areas of heavy pedestrian traffic, etc.
The pedestrian environment surveys mentioned in the preceding paragraph shall at least include the following items:
1. Roads: lengths and widths.
2. Sidewalks: clear widths (heights), lengths, public facilities belt, obstacles, etc.
3. Intersections: installation conditions for pedestrian signals, refuge islands, etc.
4. Locations where pedestrian accidents occur frequently.
Other matters identified by competent authorities of the special municipality or county/city governments that shall be investigated.
Competent authorities of the special municipality or county/city governments shall proactively announce the results of the pedestrian environment surveys.
The pedestrian environment surveys mentioned in the preceding paragraph shall at least include the following items:
1. Roads: lengths and widths.
2. Sidewalks: clear widths (heights), lengths, public facilities belt, obstacles, etc.
3. Intersections: installation conditions for pedestrian signals, refuge islands, etc.
4. Locations where pedestrian accidents occur frequently.
Other matters identified by competent authorities of the special municipality or county/city governments that shall be investigated.
Competent authorities of the special municipality or county/city governments shall proactively announce the results of the pedestrian environment surveys.
Article 8
Implementation regulations for the pedestrian-friendly areas are as follows:
1. Take the roads surrounding the heavy pedestrian traffic places as the planning area and select designated areas for the construction of barrier-free walking environment in coordination with sidewalk installation.
2. Examine traffic circulation, prevent passing traffic from entering the area and evaluate the necessity of one-way streets in order to reduce traffic for pedestrian safety.
3. To control the car-use behavior within the area, traffic calming measures such as speed reduction devices, pavement speed limit markings, speed limit signs, or road narrowing, horizontal road deflections or change of road surfaces, etc.
4. If the roads within the area are insufficient or have no sidewalks, sidewalks shall be added or walking environment shall be provided in other ways.
5. Depending on the on-site traffic environment, pedestrian priority areas or time-based pedestrian areas can be adopted.
6. Signs shall be installed in obvious locations.

Article 9
Pedestrian priority areas mentioned in Paragraph 4 of Article 7 of the Act refer to designated pedestrian priority road sections with pedestrian priority area signs set up by competent authorities of the special municipality or county/city governments.
Pedestrian priority areas mentioned in the preceding paragraph shall prioritize pedestrian walking. People can use the full width of the road while both vehicles and pedestrians in the area shall follow the road traffic safety regulations.
Safety measures for pedestrian priority areas are as follows:
1. Pedestrian priority area signs shall be installed at the intersections (road sections).
2. Speed limits shall not be more than 20 km/hr in the pedestrian priority area.
3. Speed reduction devices shall be installed.
4. The ground surface at both ends of the road section shall be paved with different colors or materials to remind vehicle drivers to reduce speed and pay attention to pedestrians.
5. No honking.
Pedestrian priority areas mentioned in the preceding paragraph shall prioritize pedestrian walking. People can use the full width of the road while both vehicles and pedestrians in the area shall follow the road traffic safety regulations.
Safety measures for pedestrian priority areas are as follows:
1. Pedestrian priority area signs shall be installed at the intersections (road sections).
2. Speed limits shall not be more than 20 km/hr in the pedestrian priority area.
3. Speed reduction devices shall be installed.

Article 10
Before announcing the designation of an area as a pe-destrian-friendly area, the competent authorities of the special municipality or county/city governments shall hold briefing sessions and make the following announcements on the bulletin board of village offices and proper public locations near the village residents within the destinated areas, and shall announce the following matters 10 days prior to the meeting, as well as posting the announcement on their websites:
1. Reasons and basis for the meeting.
2. Summary for pedestrian-friendly area plan.
3. Time, location and agenda of the meeting.
4. Methods of expressing opinions.
The aforementioned briefing shall be documented in meeting minutes, along with public opinions and their handling. The records shall be made public through the Internet or by other appropriate means.

3. Time, location and agenda of the meeting.
4. Methods of expressing opinions.
The aforementioned briefing shall be documented in meeting minutes, along with public opinions and their handling. The records shall be made public through the Internet or by other appropriate means.
Article 11
According to Paragraph 1 of Article 7 of the Act, when competent authorities of the special municipality or county/city governments announce the designation of an area as a pedestrian-friendly area , the announce-ment shall be made on the bulletin board of village of-fices, at proper public locations near the village resi-dents within the destinated areas, and on their websites for 30 days. The same applies when a pedestrian-friendly area is changed or abolished.
As mentioned in the preceding paragraph, the following information shall be announced when the pedestrian-friendly areas are designated or changed:
1. Name of the pedestrian-friendly area and its location map.
2. Plan of the pedestrian-friendly area.
3. Estimated improvement schedule.
Depending on the actual situations, the destinated pe-destrian-friendly area can be announced by phases.
As mentioned in the preceding paragraph, the following information shall be announced when the pedestrian-friendly areas are designated or changed:
1. Name of the pedestrian-friendly area and its location map.
2. Plan of the pedestrian-friendly area.
3. Estimated improvement schedule.
Depending on the actual situations, the destinated pe-destrian-friendly area can be announced by phases.
Article 12
If the road obstacles obstructing pedestrian traffic identified by competent authorities of the special municipality or county/city governments are public utility facilities and equipment originally agreed to be installed, competent authorities shall assist in planning the appropriate method or location and notify the relevant management agency (institution) in writing to complete the improvements, relocation or abolishment of the facilities and equipment within the prescribed time limit in accordance with Paragraph 2 of Article 8 of the Act. These can be handled along with pedestrian traffic safety facility improvement plans.
Methods to relocate public utility facilities and equip-ment referred to in the preceding paragraph are as follows:
1. Move the public facilities belt to the existing side-walk.
2. Move the public facilities belt to new or widen side-walk.
3. Adopt a joint-use area for public facilities and parking bay.
4. Relocate them to the refuge island on the road.
5. Relocate them to appropriate locations out of the road right-of-way.
Methods to relocate public utility facilities and equip-ment referred to in the preceding paragraph are as follows:
1. Move the public facilities belt to the existing side-walk.
2. Move the public facilities belt to new or widen side-walk.
3. Adopt a joint-use area for public facilities and parking bay.
4. Relocate them to the refuge island on the road.
5. Relocate them to appropriate locations out of the road right-of-way.
Article 13
By the end of March every year, competent authorities of the special municipality or county/city governments shall complete the implementation effectiveness report of the pedestrian traffic safety facilities improvement plans for the previous year and submit the report for co-evaluation by the central competent authority and the Ministry of Transportation. The central competent authority shall announce the evaluation results.
Article 14
If the pedestrian traffic would be blocked due to con-struction or events held on the road, competent authorities of the special municipality or county/city governments shall request that the contractor or event organizer reserve temporary pedestrian walkway or alternative barrier-free access and install pedestrian traffic protection facilities during the construction or event upon approval.
Article 15
These Enforcement Rules shall take effect on October 1st, 2024.
